ILP serves young adults ages 16-21, who may benefit from assistance in acquiring
skills and resources necessary to become self-sufficient. Services are designed to
meet individual’s needs, and motivated young adults are encouraged to take
advantage of the many opportunities available to them through this program.
Through a youth developed philosophy, the ILP strives to create a safe and
supportive environment with opportunities for young people to learn and
practice skills. Youth are actively involved in the program as they develop,
implement and evaluate their own individualized plans.

 
Independent Living Life Skills Training Eligibility Checklist:
Is the youth:

1. Age 16 years or older?
2. Currently in a court-ordered placement*or has been in a court-ordered
placement at sometime in their life?
3. Less than age 21 years old?
4. In need of life skills to become self-sufficient and independent?

If you marked all answers as yes, the youth is eligible for ILP services up to age 21.
To access services you will need to make a referral to your local Lifenet agency.
(ESDFS-ILP Program)

* Court-ordered placement is defined as placement in foster family homes, relative
care, group homes, emergency shelters, residential facilities, child care institutions,
and pre-adoptive homes.

Note: Youth in foster care with one of Wyoming’s tribes also qualifies
for ILP services.

Independent Living Financial Assistance Checklist:
Is the youth:

1. Working with the ILP Coordinator for at least a month?
2. Involved in a program of education/employment at least (35) hours per week?
3. Responsible with current sources of income?

If you marked all answers as yes, the youth may be eligible for financial assistance.
Financial assistance includes housing, education, transportation, and any other
support that will encourage youth to obtain self-sufficiency.

Independent Living Stipend Eligibility:
Is the youth:

1. At least 17 ½ years old?
2. Currently in foster care?
3. Currently enrolled in ILP skills training?
4. In the legal custody of DFS?
5. In a program of education and/or employment (35) hours per week?
6. Have you contacted the youth’s DFS caseworker to determine
appropriateness of a referral?

If you marked all answers yes, the youth may be eligible for the ILP stipend,
sponsored by DFS. The ILP coordinator and DFS will determine the youth’s
readiness/appropriateness for the program.

Note: Non-DFS youth are not eligible for the ILP stipend. Youth must be in
care and custody of Wyoming DFS.

The Independent Living Program utilizes the Casey Life Skills Assessment for ILP clients file. To complete your assessment please follow the directions below:
 
- To take youth assessment please log onto www.caseylifeskills.org
- Click on "Assessment Tab"
- Choose type of assessment
- Read "Terms & Conditions" of assessment
- Click "Yes, I agree" button at bottom of page
- Enter in youth id: Name w/ 12 characters (first and last name)
- Enter in organization ID: wyo75063
- Click next page
- Click next page
- Enter chamilton@casey.org
- Enter rday@state.wy.us
- Enter in code (if you received one from the ILP coordinator)
If none given click next
- Read instructions
- Click next
- Begin assessment and answer the questions
- At the end of the assessment click on finished button
(a copy of assessment will be emailed to Cindy & Rowena)
- You will be able to see your assessment results and if you'd like you can
print the assessment
